Good morning and welcome to the Signing of the Administrative Protocol of Aid Management for the Implementation of the Project “Mainstreaming Peace and Development in Local Governance in the Philippines” or MPDLGP.

The GPH Panel for Talks with the Moro Islamic Liberation Front is aware of the difficulties encountered by our colleagues in the GPH Panel for Talks with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CNN).

It is good to be here again in conversation with the Foreign Correspondents’ Association of the Philippines. Not much has happened in the peace negotiations since we last met. By this, I mean, there has not been much progress, although there has been a lot of noise.

Today is a historical event that gives our people a chance to correct many flawed policies of the past. We must remember that:

ONE: We cannot resurrect inhumane policies brought to our shores by many colonizers who believed that Moros, because they were different, must be EXCLUDED, DISCRIMINATED, and even ERADICATED from this country.

Let me welcome you to this modest yet symbolic gathering to formally open the work of the Bangsamoro Transition Commission. This is indeed a historic and defining moment for all of us especially Moros of Mindanao who have never known real peace since Spain came in the 16th century. Again, welcome!
