Undersecretary Corvera, in his opening statement, declared that the “Philippines sees every opportunity to evaluate its human rights record as an opportunity for improvement” and welcomed the observations of CAT.
For almost half a century, the struggle to establish a genuine Bangsamoro political system of self-governance in Mindanao has been the passion and vision of the region’s multi-cultural communities. The cost of this righteous cause has been overwhelming in terms of lives lost, properties destroyed and hindered socio-economic development.
The signing of the Comprehensive Agreement on the Bangsamoro (CAB) reminded me of the time when there was high optimism and abundance of goodwill that the Bangsamoro will come to pass. We hope that to carry on that optimism and goodwill.
On this memorable day, when we celebrate the 2nd Anniversary of Comprehensive Agreement on the Bangsamoro, I wish to congratulate both the Philippine government led by President Benigno S. Aquino III and the Moro Islamic Liberation Front (MILF) led by Datu Al-Haj Murad, and their respective panels for the signing of the CAB.
